The PPFFA is proud to announce that Senate Bill 654, the fire fighter cancer presumption bill, passed by a 50 – 0 vote out of the Pennsylvania Senate on April 12. This legislation was fast tracked by Senate leadership after the disappointing veto by former Governor Ed Rendell last year.

On the day after Thanksgiving, Govenor Ed Rendell vetoed House Bill 1231 which would have amended the Workers Compensation Laws in Pennslyvania. This bill was passed by both houses of the Pennsylvania General Assembly with only 3 negative votes in the House and 4 negative votes in the Senate. The following is a message from the P.P.F.F.A. I am very pleased to report that after almost 25 years Pennsylvania’s Fire Fighters have Cancer Presumption legislation. House Bill 797, sponsored by Representative Frank Farry was signed by Governor Corbett today.
This momentous piece of legislation will now afford our brothers and sisters much needed protection if they are stricken with one of several different types of cancer as a result of their exposure(s) on the job.
The PPFFA has made cancer presumption it’s number one priority for the past several years.
In the meantime I want to thank all those who helped in this effort. IAFF General President Schaitberger, DVP Taylor and Rich Duffy, officers, staff and members of the PPFFA, members of both the House of Representatives and Senate who never waivered in their support of Pennsylvania’s fire fighters. A special tip of the hat to Representative Frank Farry, Representative Kevin Murphy, Representative Stephen Barrar Senator John Gordner, Senator Dominic Pileggi, Senator Christine Tartaglione, Senator David Argall and their staffs. I would also be remiss if I didn’t give a shout out to the Pennsylvania Fire and Emergency Services Institute, who were also instrumental in getting this through. Without the help, guidance and perseverance of these folks we would not be here today.
The PPFFA pledged to get this done and I am proud to say “mission accomplished.”

Retired Fire Chief Richard Dellapenna Sr. passed away, Wednesday, May 25th, 2011.
A firefighter service will be held on Friday, May 27th at 7:30 PM at Willig's Funeral Home, 220 9th Street in McKeesport. All current and retired firefighters are requested to attend.

Viewing will be held on Thursday, May 26th from 7 PM to 9 PM; Friday, May 27th from 2 PM to 4 PM and 7 PM to 9 PM. A funeral service will be held, Saturday, May 28th at 10 AM. | CLEAR Coalition Rally for a Responsible Budget |
For over a year the PPFFA has been part of a coalition of other public and private sector unions as well as the AFL-CIO called the Coalition for Labor Engagement and Accountable Revenues, the CLEAR Coalition. Its goal is to promote a sustainable state budget that protects the working men and women of the Commonwealth. The CLEAR Coalition realizes the need for responsible government, but does not believe a cut only approach is the answer to the states financial issues such as the proposed massive cuts to education and the elimination of necessary programs to support our brothers and sister across Pennsylvania.
The CLEAR Coalition does not advocate for more taxes on individuals, but does support the creation of a fee on Marcellus Shale and stopping the unfair practice by businesses that incorporate in Delaware to avoid paying state taxes, leaving the burden to small business owners and working families of the Commonwealth.
On May 3rd, the coalition will be holding a rally on the steps of the Capitol in Harrisburg. The CLEAR coalition will be providing bus transportation and lunch for our members who will attend from around the state. These buses will depart the Pittsburgh region from both downtown and the South Side. Space is limited. The buses will arrive in Harrisburg for the rally which begins at 1PM. Fire Fighter Cancer Presumption Passes First Hurdle
The PPFFA is proud to announce that Senate Bill 654, the fire fighter cancer presumption bill, passed by a 50 – 0 vote out of the Pennsylvania Senate on April 12. This legislation was fast tracked by Senate leadership after the disappointing veto by former Governor Ed Rendell last year. “To put the time line in perspective, HB 1231 was introduced on April 6, 2009. This legislation has already passed one chamber of the legislature and we are confident it will continue to move quickly” said President Art Martynuska. He went on to say, “This legislation is much farther along than it was last session and we look forward to soon having the protections our members need soon.”
The PPFFA will continue to press the House of Representatives to act quickly on this issue. We will keep updating this site as developments happen.

| IAFF MG National Rally |

So with that said, the IAFF-MG has secured blocks of rooms at various hotels within a 30 mile radius of the OCC and the Hilton Garden Inn. We also have secured discounted hotel rates for our riders traveling to and from Newburgh in an attempt to help you defray the cost of traveling to the rally. | Rendell Veto's Cancer Bill |

This bill was otherwise known as the Firefighter Cancer Presumption Bill. . This bill was passed by both houses of the Pennsylvania General Assembly with only 3 negative votes in the House and 4 negative votes in the Senate. Governor Rendell is the first governor since Lawton Chiles from Flordia to veto a Cancer Presumption Bill for firefighters since the mid 1990's. Ironicly, Governor Rendell's former law firm represents the law firm which lobbied to keep this bill from becoming law. Governor-elect Corbett has said he will sign the bill if passed while he is in office.
The following is a message from the P.P.F.F.A. President on the veto......
Brothers and Sisters:
Today, Governor Rendell vetoed House Bill 1231, the fire fighter cancer presumption legislation. The Governor waited until the Saturday after Thanksgiving to make this ill advised move. The timing of his veto was gauged to keep us from making any concerted attempts towards an override. The PPFFA is very aware of the political process, but it is unbelievable that an anti fire fighter governor can thumb his nose at a piece of legislation that has had only 8 negative votes since its inception! The last time we checked we found that we still live in a democracy and when you have over 90 percent of the states elected representatives voting in bi-partisan favor of a bill that will give some comfort to terminally ill fire fighters and some financial assistance to fire fighters widows and children it’s more than cold hearted, it’s criminal.
I can assure you that we will be back with this legislation, the IAFF is involved and our friends in the PA Senate and House are on-board. It may have taken us 25 years to get here, but we’re here to stay. This setback is just that a setback, we have tenacity and resolve, if the Governor and his political cronies don’t believe that they’re sorely and sadly mistaken. The giant that is the Pennsylvania Fire Service is just starting to rise. While our opponents in the various associations that were opposed to this legislation tout that they have representatives in 900 communities in the state, we have them in 3500 boroughs, cities and townships. We will foster that political power and with your assistance move our agenda forward.

Brothers and Sisters:
I am pleased to report the crisis in Uniontown is over. As of today a deal has been reached that will bring all of the laid off Brothers of IAFF Local 955 back to work. In addition, they have a new four year contract, minimum staffing of three fire fighters on every shift, 3.5% wage increases for each year of the contract and several other enhancements.
This could not have been done without the support of the IAFF, especially GP Schaitberger, DVP Taylor and staff, the membership of the PPFFA delivered unwavering assistance throughout the entire crisis. Financial Secretary Schmidt, Western District Vice President Tedesco and the District Trustees RJ Johnson and Dale Hightree committed time, energy and resources to assist the members of the Local. As President of the PPFFA, I am honored and proud of these men for their service. I would also like to thank Josh Bloom, legal counsel for the Local, for his tireless efforts in securing this deal. The entire labor community pulled together to show support. Jack Shea from the Allegheny County Central Labor Council and Gregg Potter of the Lehigh Valley Labor Council both sent letters of support at the request of their respective locals and the PPFFA. This proves that labor does and can make a difference.

Uniontown Fire Fighters Back on the Job
September 24, 2010– A panel of three arbitrators has ruled that all of the laid-off fire fighters in Uniontown, Pennsylvania, must be rehired.
Six members of Uniontown Local 955 were laid off in December 2009. During the IAFF 50th Convention in San Diego, Local 955 President Mark Lovey received a letter from the City warning that all remaining fire fighters would be laid off by January 1, 2011, and that the City would replace its career fire fighters with a volunteer department.
The members of Local 955, their legal counsel and the Pennsylvania Professional Fire Fighters Association responded, applying intense pressure on Uniontown Mayor Edward Fike.
Under the terms of the arbitrators’ eight-page ruling, the City of Uniontown will call fire fighters back in a matter of days, and there will be no layoffs over the next four years. Arbitrators also gave fire fighters a 3.5 percent wage increase each year for the next four years.
“Our attorney worked his butt off, but the truth is we had a lot of support from the International, the Pennsylvania Professional Fire Fighters Association and members from throughout the country who heard about what we were going through. They talk about this being a brotherhood and it really is,” Lovey says.
Layoffs reduced staffing from 13 to seven.
“With the help of the IAFF, and especially General President Schaitberger and Fourth District Vice President Bill Taylor, we were able to prevail in a situation that could have been tragic for the fire fighters and the residents of Uniontown,” PPFFA President Art Martynuska says.
Delegates at the IAFF Convention unanimously passed an emergency resolution condemning Mayor Fike for announcing his intent to eliminate the city’s entire career fire department. "We are going to bring money, marbles and chalk! Whatever it takes to win this fight, we will be in union!" Schaitberger told delegates.
“Uniontown is proof-positive that when the IAFF and its members stand together and take care of their own, we prevail,” DVP Taylor says.
